Doug WebsterSenior Associate, CBREDoug serves as Chairman of the Board for the Carolinas Alliance 4 Innovation and is a founding member of the organization. He has been an active advocate for smart cities innovation development for the past 10 years serving on various boards and task forces. He led the Greening of Greenville initiative in 2011 engaging public/private partners to bring electric vehicle charging stations to public and private locations in Upstate, SC; coordinating energy efficiency audits in over 2 million square feet of commercial buildings; and developing a LED street light pilot project.
Doug is a commercial real estate professional with CBRE in Greenville, and serves as a member of the company's Office Group working primarily in transaction and corporate strategy services. Doug specializes in integrating market information, corporate strategic planning, and facilitating the correct strategy to align the client’s real estate assets with their strategic business plan.
Areas of expertise include site location and production analysis for clean energy production and generation, rooftop leases for solar applications, combined heat and power systems and renewable energy analysis.

He is past chairman of the City of Greenville Green Ribbon Advisory Committee. Doug served as chairperson for the Upstate SC Alliance Energy Task Force. He is currently a board member of the South Carolina Clean Energy Business Alliance. He is past chairperson for the Greater Greenville Association of Realtors Commercial Alliance. -

Today, Lee is active in promoting the development of the Internet of Things through his participation in the IEEE Smart Grid Initiative, the IEEE Transportation Electrification Committee and as a Member of the IEEE Internet of Things Initiative, IoT.

Neal HarrisAdjunct Professor, Greenville Technical College
Neal is an adjunct professor at Greenville Technical College, where he teach students how to navigate the College career process. Prior to this he worked with BMW group serving in several roles including Sr Telecommunications Engineer, Americas Region IT Project Manager, Regional Manager for IT Service Desk for the Americas as well as facillator for both manufacturing and tranactional process improvement. As a continuous improvement facilitator he worked with diverse business units to create lean cost efficient processes. Neal says that "my current role at Greenville Technical College brings me back into the workforce developmnent space where in previous roles I enjoyed serving as an instructor, associate dean as well as dean of students with private insitutations. I am originally from Greenville, South Carolina. After high school I entered the US Air Force and also served in the US Army. During my 13 years of military service I was fortunate to travel to many exciting places where I learned the importance of humanity. My goal moving forward is to stay relevant, grow in knowledge and make a difference. I earned my BS in Electronics Management from Southern Illinois University and my MBA from Nova Southeastern University. I was also awarded my Lean Six Sigma Black by the George Group. My wife, Parris, and I enjoy ping pong, bowling, live theater, live music and flower gardening. I am ready to RIDE with the upstate.."

Fred PayneCouncilman, Greenville CountyFred Payne is a CA4I Board member and a Greenville County Councilman. He was elected to Council in November 2006 to represent District 28. He currently serves on the Public Works and Infrastructure Committee and the Public Safety and Human Services Committee. He was Chair, Greenville County Economic Development Corporation, 2013-2016, and a Member, 2007-2010. He is a member of the National Association of Counties Transportation Committee and is a Vice Chair of the Transit/Rail Sub-Committee. He has been an advocate of Automated Connected Electric Shared (ACES) Mobility and GreenVillages Developments since 2012.
Payne strives to be a civil servant and works hard to respond to constituent needs. For example, he helped citizens form a South Greenville Water Improvement District to construct a long- sought public waterline along 5.4 miles of roads near Ware Place.
Payne has written many editorial opinions in local newspapers on issues such as Public Transportation, Comprehensive Planning, the TECH system, Community Crime Watch groups, and Public Water. He makes presentations to churches, civic clubs and community organizations emphasizing issues related to Greenville County.
He retired from Greenville Technical College in Dec 06 as Executive Director of Institutional Advancement and Head of the Foundation. He retired Sep 08 as Managing Director of GTF McAlister LLC and GTF Student Housing LLC. He is a former President of Limestone College, Vice President for Development at North Greenville College, Director of ITT Technical Institute-Greenville, and Assistant Professor at Georgia Southern College. He has over 40 years of successful business experience including effective budget administration; raising over $24 million for technical education at GTC; managing a productive staff and working cooperatively with government officials and other groups. Payne is a graduate of Ware Shoals High School, the University of South Carolina (BS & MA) and Lutheran Theological Southern Seminary (MRE) with doctoral course work completed at University of Georgia. He has an honorary doctorate (LLD) from Lincoln Memorial University. -
Brad Van MeterAssociate, CBREBrad has over 30+ years of experience in a variety of industries. He is presently an Associate at CBRE as part of their Industrial Advisory & Transaction Services. More recently he had spent the last 20 years within the Energy Services (ESCO) industry identifying and creating performance-based solution sets and large turnkey energy savings retrofit opportunities within the Carolinas. Brad was personally responsible for the sale and construction of a 1.3MW solar array on the roof of Trane's Columbia, SC manufacturing plant. As a team, he negotiated a 10-year Power Purchase Agreement with SC Gas & Electric (SCE&G, now Dominion SC), as a direct bill credit reducing the facilities overall ownership costs while increasing Ingersoll Rand’s resilience and sustainability index.
